SAIC Systems Integration Architect in ALEXANDRIA, Virginia

Description

SAIC is seeking a Systems Integration Architect located out of the Mark Center in Alexandria, VA.

  • Support the Resource Enterprise Services (RES) for Program Resources and Information Systems Management Division (PRISM), for the Office of the Secretary of Defense (OSD), Cost Assessment and Program Evaluation (CAPE)

  • The PRISM division is responsible for maintaining of business applications to support matters relating to the planning and programming phases of the Planning, Programming, Budgeting, and Execution (PPBE) and the preparation of material and guidance for such systems PPBE is the Department of Defense (DOD) process for allocating resources.

  • The Solution Integrator is responsible for designing, developing, and supporting agile applications that respond to meet client requirements and works with the project business owner and/or executive to ensure delivery that responds to timelines.

  • Works in an engineering environment focusing on engineering and/or scientific studies and analysis providing technical solutions.

  • Provides design, implementation, testing services for complex information systems providing Business Intelligence solutions with attention to performance, scalability, and security.

  • Supports programs with exceptional creativity and resourcefulness in the most demanding and complex assignments.

  • Works independently on project(s) with minimum supervision to analyze, architect, design, code, test, debug, document and maintain applications and application enhancements.

  • Collaborates with cross-functional teams, including database administrators, system administrators, and quality assurance teams, to ensure smooth application deployments and operations.

  • Evaluates and introduces new technologies, tools, and methodologies to enhance development processes.

  • Conducts training of system users or technical support personnel.

  • Assesses impacts on existing systems for proposed changes; estimate level of effort required to implement.

  • Provides technical expertise and guidance to team members and junior developers.

  • Performs complex analyses and develops recommendations that may impact acquisition programs and activities.

Qualifications

Requirements:

  • At least 10 years of relevant experience such as working with the DoD Future Years Defense Program (FYDP) data and with Program Review.

  • Ten years being a solution provider.

  • Proven and in-depth experience with Oracle Application Express (APEX) 5.0/19.2 or greater Application Administration/Development.

  • Design and manipulation skills to modify web content dynamically using JQuery, Ajax, CSS, and HTML.

  • Strong design, development, implementation technical expertise with web based analytical front ends and workflows.

  • Excellent knowledge in writing SQL queries, Views, Materialized views.

  • Hands on experience in query optimization, performance and tuning (PL/SQL) using SQL Trace, Explain Plan, Indexing, Hints, Bulk Binds and Bulk Collect.

Required Clearance:

  • Interim Secret or higher.

Preferred Experience/Skills:

  • At least five (5) years of information systems experience.

  • Skills: Oracle Application Express (APEX), WebLogic, IIS, Oracle, SQL Server, OBIEE/Oracle Analytics, Oracle Data Visualization, D3, MS Access, SQL, Agile Software Development, Software Development Life Cycle.

  • At least five (5) years of experience in architecting Business Intelligence (BI) or Web Application system solutions.

  • At least five (5) years of software development or COTS solution deployment experience.

  • At least five (5) years of experience with DoD PPBE process, data structures (DoD program, OUSD(C) Comptroller budget, and acquisition) with BI solutions and relates products and systems

Certification Requirement:

  • DoD 8570.01-M Level II IA certification or able to obtain within 30 days of start.
