Issues are rarely referred to the supervisor but are handled at the occurrence.Transportation Specialist VSalary Grade B24 $62,004 - $101,556Provides planning, oversight, and high-level technical expertise and coordination for transportation programs in the Policy and Standards Branch, Traffic Engineering Section of the Traffic Safety Division involving multiple design, traffic operations, or maintenance of highways and facilities in accordance with Department standards. Assists with the development of policies and procedures for area of responsibility oversight. Develops or interprets guidelines, regulations, laws, policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Transportation Specialist IThe essential duties for this job include:Assists with development and review of traffic engineering standards and policies and ensure compliance with state and federal requirements. Develops, revises, and publishes engineering drawings for traffic engineering manuals, standard sheets, and handbooks utilizing engineering and publishing software.Ensures compliance with specifications for devices; safety laws, rules, and regulations; and the TMUTCD.modified - Investigates and responds to questions on traffic signs, pavement markings, or other traffic related items.Provides technical assistance for the design of traffic signs and related design software to meet state and federal requirements.Researches and evaluates data, interprets and analyzes results, prepares reports and recommends solutions to problems.Reviews and maintains accurate historical records of revisions to traffic engineering manuals, standard sheets, and handbooks. Travels to districts and m intenance offices to perform site visits.Preforms other job responsibilities as assigned.Transportation Specialist IIAll of the above and:Assists with administering and monitoring traffic sign design software sign design software to ensure timely updates of software consistent with the Texas Manual on Uniform Traffic Control Devices (TMUTCD); and serves as a liaison between contractor and personnel to troubleshoot and improve processes.Serves as program coordinator responsible for coordination of advanced engineering/architectural projects from initiation to completion.Assists in prioritizing and scheduling projects.Transportation Specialist IIIAll of the above and:Assists in overseeing work among TxDOT entities, and consultants.Consults with Department personnel, manufacturers or vendors regarding Traffic Control Devices, design, and installation.Ensures compliance with Occupational Safety and Health Administration (OSHA) standards.Inspects current projects for proper use of traffic control devices, TxDOT Traffic Standards and quality of work completed.Investigates and responds to public complaints on traffic signs, pavement markings, or other traffic related items.Prepares and makes transportation-related presentations at various conferences and meetings. Transportation Specialist IVAll of the above and:Assists in overseeing complex design work among TxDOT entities, consultants and contractors.Evaluates and analyzes highly complex Traffic Control issues. Performs complex field reviews of Traffic Control issues on projects to assist area engineers and project engineers in resolution of construction problems.Provides advanced technical expertise and coordination for the Traffic Control Review Team program including prioritizing projects, monitoring correspondence and writing memorandums and reports.Review, comments and revises Traffic Control StandardsTransportation Specialist VAll of the above and:Oversees design work among TxDOT entities, consultants and contractors.Oversees project assignments, determines work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.Prioritizes and schedules projects.Serves as program coordinator responsible for oversight and coordination of highly advanced engineering/architectural projects from initiation to completion.Works with Federal Highway Administration representatives to ensure compliance with regulations.
