TEXAS DEPARTMENT OF TRANSPORTATION E283 Transportation Engineer II-IV in San Antonio, Texas

Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Transportation Engineer II Assists Area Engineers with construction contract administration matters.Oversees construction and audit records.Oversees construction project traffic control plans; periodically reviews traffic control devices with Area Engineers.Oversees contracts, issues work orders and monitors construction schedules and contractor payments and job progress on construction projects.Analyzes and assists in the resolution of contract problems and disputes.Conducts pre-construction meetings and public hearings.May serve as a lead worker and the related tasks.Resolves differences between contractors and inspectors.Reviews literature, technical data, material specifications and procedures.Reviews shop drawings, plans, specifications, estimates, supplemental agreements and change order requests.Performs other job responsibilities as assigned.Transportation Engineer IIIIn addition to the duties listed aboveAssesses and reports actual project progress versus planned progress to determine trends and variances for complex projects.Assists Project Managers to establish realistic and achievable schedule baselines for complex projects.Develops and/or reviews engineering related documents, correspondence, reports and remediation plans.Investigates and responds to public complaints on traffic signals, signs, railroad crossings, pavement markings, traffic management systems or other traffic related items.Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.Monitors contractors' compliance with plans and specifications.Reviews change orders, supplemental agreements, memorandum agreements and extra work orders; reviews monthly and final estimates prior to submittal.Transportation Engineer IVIn addition to the duties listed aboveChairs or serves as a member of a contract selection team.Conducts final inspections on completed construction projects.Coordinates and monitors consultant contracts related projects.Serves as a project manager overseeing consultants performing advanced and complex engineering work.Analyzes and recommends approval for use of consultants and/or facility contracts.Coordinates with Area Engineers and reviews area office contract submissions.Leads/Trains professional and administrative staff.
