Federal Acquisition Service Transportation Operations Specialist (Motor) in Springfield, Virginia

Summary As the Transportation Operations Specialist (Motor), you will perform a combination of highly complex operational tasks in support of the Fleet Management Program and the Chief of Operations Branch. Location of position: General Services Administration (GSA), Federal Acquisition Service (FAS), Fleet Management Division, Zone-1, Springfield, VA Responsibilities Develops and implements new or revised procedures to improve productivity, management control, customer outreach, customer satisfaction, and long-range planning. Establishes and plans compliance procedures with environmental laws and regulations pertaining to fleet operations. Researches and interprets complex and ambiguous environmental laws and requirements as set forth by Federal, State and Local Governments. Responsible for the overall management of high level, planning and strategizing of assigned Fleet issues. Evaluates highly complex fleet management environmental issues impacting GSA and/or its customers; develops comprehensive recommendations to address broad fleet concerns. Addresses the most complex operational issues that arise within Fleet Management. Prepares reports and/or narrative data reflecting site operations and strategies for adopting recommendations proposed throughout the organization. Develops an implementation plan, directs implementation, develops appropriate reporting procedures and monitors compliance. Serves as a Contracting Officers Representative (COR) for vehicle marshaling activities as outlined in the COR Project Management Plan. Develops and implements zonal guidance in agency standards, guidelines, and/or policies for major fleet programs or Fleet initiatives. Ensures that fleet programmatic and/or system changes are implemented. Conducts extensive studies of designated program operations, provides comprehensive analysis. Performs special studies and analyses on Fleet Management Operations, promptly addresses problems and errors, appraises the adequacy of established policy and procedures in response to program changes and experiences. Presents recommendations and findings to the Chief of Operations Branch and/or customer officials. Coordinates and conducts periodic, as well as ad hoc, meetings with upper management as directed, and if appropriate, national level. Undergo and pass a background investigation (Tier 5 investigation level). You must be granted this clearance before you can start the job. Serve a one year supervisory or managerial probationary period, if required. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 grade level or higher in the Federal service. Specialized experience is experience providing leadership support to a fleet vehicle operations program which demonstrates experience in field operations; customer service; vehicle marketing; and applying a technical knowledge of vehicle repair and costs, state and federal vehicle regulations, fleet operations, industry standards and trends, administrative functions and various fleet automated systems.
